    Private Foundations and the Tax Reform Act of 1969

    This paper presents the phenomenon of private co-financing of national roads. The theory section show that there is currently no statutory regulation of private co-financing. However a regulation is proposed in a supplement to existing planning and building law (2010:900). The case studies present examples of how private co-financing of national roads works in practice. In these cases, private co-financing is regulated by the development agreement. The analysis points out that problems can arise when the parties in a development agreement are not equal.I denna uppsats presenteras fenomenet privat medfinansiering av statliga vägar.     For any q>1q > 1, let \MOD_q be a quantum gate that determines if the number of 1's in the input is divisible by qq. We show that for any q,t>1q,t > 1, \MOD_q is equivalent to \MOD_t (up to constant depth). Based on the case q=2q=2, Moore \cite{moore99} has shown that quantum analogs of AC(0)^{(0)}, ACC[q][q], and ACC, denoted QACwf(0)^{(0)}_{wf}, QACC[2][2], QACC respectively, define the same class of operators, leaving q>2q > 2 as an open question. Our result resolves this question, proving that QACwf(0)=^{(0)}_{wf} = QACC[q]=[q] = QACC for all qq. We also develop techniques for proving upper bounds for QACC in terms of related language classes. We define classes of languages EQACC, NQACC and BQACC_{\rats}. We define a notion log\log-planar QACC operators and show the appropriately restricted versions of EQACC and NQACC are contained in P/poly. We also define a notion of log\log-gate restricted QACC operators and show the appropriately restricted versions of EQACC and NQACC are contained in TC(0)^{(0)}. To do this last proof, we show that TC(0)^{(0)} can perform iterated addition and multiplication in certain field extensions. We also introduce the notion of a polynomial-size tensor graph and show that families of such graphs can encode the amplitudes resulting from apply an arbitrary QACC operator to an initial state.Comment: 22 pages, 4 figures This version will appear in the July 2000 Computational Complexity conference.     Solar array flight experiment/dynamic augmentation experiment

    This report presents the objectives, design, testing, and data analyses of the Solar Array Flight Experiment/Dynamic Augmentation Experiment (SAFE/DAE) that was tested aboard Shuttle in September 1984. The SAFE was a lightweight, flat-fold array that employed a thin polyimide film (Kapton) as a substrate for the solar cells. Extension/retraction, dynamics, electrical and thermal tests, were performed. Of particular interest is the dynamic behavior of such a large lightweight structure in space. Three techniques for measuring and analyzing this behavior were employed. The methodology for performing these tests, gathering data, and data analyses are presented. The report shows that the SAFE solar array technology is ready for application and that new methods are available to assess the dynamics of large structures in space

    Recent Langley helicopter acoustics contributions

    The helicopter acoustics program at NASA Langley has included technology for elements of noise control ranging from sources of noise to receivers of noise. The scope of Langley contributions for about the last decade is discussed. Specifically, the resolution of two certification noise quantification issues by subjective acoustics research, the development status of the helicopter system noise prediction program ROTONET are reviewed and the highlights from research on blade rotational, broadband, and blade vortex interaction noise sources are presented. Finally, research contributions on helicopter cabin (or interior) noise control are presented. A bibliography of publications from the Langley helicopter acoustics program for the past 10 years is included
